DOT Hazmat Definition
Material that poses unreasonable risk to the health and safety of operating emergency personnel, the public, and/or the environment if it is not properly controlled during handling, storage, manufacture, processing, packaging, use and disposal, or transportation
What factors are critical to ensuring your safety and the safety of your team?
1 Be alert to the possibility that hazardous materials may be present on scene 2 Identify the released material 3 If present resolve any life safety issues 4 determine appropriate PPE 5 Determine resources and level of action 6 Isolate/contain the material
What are 2 critical questions that need to be answered wrt a Hazmat response? What additional risk does a mixture of hazardous waste pose?
1 What is/are the chemical(s)? 2 What are the conditions under which it was released? May be difficult to determine how such a mixture will react
What bodies determine regulations and standards? What are the NFPA levels of training?
Governmental - regs issued and enforced Standards - created by technical committee and are generally consensus based ie NFPA - awareness, operations, technician, specialist
Awareness Level training and competencies:
Awareness personnel may encounter hazmat in the course of their normal duties - expected to recognize the presence, call for trained personnel, secure the area Take protective actions
Operations Level training and competencies:
Responds to hazmat incidents for the purpose of protecting nearby persons, property and the environment from the effects of the release - should recognize, deny entry to other responders, the public, evacuate persons at risk, take defensive actions such as shutting off valves and protecting drains - maybe called upon to confine, contain or otherwise control a released substance * Take protective actions & product control training
Technician Level training and competencies:
Trained to enter heavily contaminated areas using the highest levels of personal protection * Take offensive actions & provide guidance to operations
Specialist Level training and competencies:
More specialized training than a technician though the two levels are not very different Specialized training will relate to specific products and specific modes of transportation
Hazmat Officer Level training and competencies:
Intended for those assuming command of hazmat operations. Could be IC, Group or Branch director
How do hazmat incidents vary from other fire calls?
Strategy must be carefully thought out because of risk to responders. Preplanning for hazardous material facilities (or target hazards) can be crucial to safe, efficient and successful ops Actions taken are largely dictated by the chemical properties of the hazardous substance
