Define a state.
A political unit composed of people, a well-defined territory, and a set of governing institutions.

If a state is sovereign it is regarded as having the exclusive right to make its own domestic and foreign policies.

A group of people who have strong emotional, cultural, linguistic, religious and historical ties. they may live within the boundaries of one or several states.

A state may include people who share little cultural  or religious background, a nation is characterized by commonality and feelings of identity.
